"IBAC has completed an independent review of Victoria Police's investigation into the conduct of police officers at the scene of a motor vehicle accident at Blairgowrie in January 2013,"a statement by IBAC read.

"IBAC has found no deficiencies or areas of concern in relation to Victoria Police's investigation of police conduct in this matter.

"IBAC is satisfied the findings of Victoria Police were reasonable based on the available evidence."

Mr Andrews'wife Catherine was driving a government car in Blairgowrie on January 7,2013 when it collided with a boy on a bicycle,who was seriously injured in the crash.

Mr Andrews and the couple's three children were in the car at the time.

The boy was taken to Royal Children's Hospital after the crash.

No charges were laid over the incident.

Police officers who attended the crash did not breathalyse Ms Andrews,in a breach of standard operating procedures.

The officers were given a warning.

This failure – and a subsequent refusal by Victoria Police to release crash documents requested by media under freedom-of-information laws – prompted IBAC to review police handling of the incident.
