There has been an increase in the number of complaints from teachers about being bullied.
But the review also concluded that EPAC was"properly and efficiently"dealing with bullying if it referred allegations that were not strong enough to warrant disciplinary or remedial action by EPAC back to principals and Directors of Education Leadership (DELs).
"Internal conflicts and disputes between school staff,including bullying,should continue to be managed by principals and DELs,who are in the best position to deal with such issues expeditiously and with local knowledge,"the report found.
But some parents,who have raised concerns on behalf of teachers that felt unable to report alleged bullying by principals,said that system was not working,because it put teachers in a difficult position when the principal was the one they were accusing.
