The bill,which would need the support of Labor to become law,would cap rent increases to once every 24 months and by no more than CPI each year.
This would include any period during which the property was not rented and any change in tenants.
Under a CPI increase formula included in the bill,a three-bedroom house for rent in Woolloongabba for $500 a week would have a maximum rent increase of about $18 and then it would not rise for another two years.
Rental bidding,where two prospective tenants are pitted against each other and asked to offer the highest price,would be banned.
And “no grounds” evictions,including when the owner wanted to sell the property,would be scrapped.
Owners would be allowed to tell a tenant to leave if they,or a close family member,wanted to move in or if they planned to do major renovations.
Tenants would also be given the right to keep a pet unless the lessor applied successfully to QCAT for an order refusing the pet on reasonable grounds.
