A Careflight Rescue helicopter attended the scene at Hythe St in Mount Druitt along with three ambulance crews.
The toddler is now in a stable condition and undergoing further scans after being transported to the Children’s Hospital at Westmead.
NSW Ambulance Acting Inspector Mark Thomas said the boy’s fall was broken by bushes below the balcony.
“This young boy has fallen quite a distance, about 10 to 12 metres from the balcony of a top-floor apartment,” he said on Tuesday.
“He landed in bushes below, which may have broken his fall and prevented more serious injuries.”
Speaking to theHerald,Mount Druitt resident Sky Horton said she has just moved into the block of flats where the incident occurred.
Horton labelled the unit block’s hip-high balcony barriers as dangerous.
“There were sirens all around us and then the flight helicopter landed in the park across the road,” she said.
“Police were everywhere. I just hope he is safe and well.”
