Mrs Davies was waiting to see if her four"essential"amendments passed the upper house before making an announcement on her political future. That announcement could come as early as Thursday.
She has threatened to imperil the government's majority by defecting to the crossbench and also was the key architect of a failed leadership spill against Premier Gladys Berejiklian.
As the debate progressed slowly on Wednesday night,extinguishing any hope of the bill’s passage that evening,those supporting the bill were doubtful that Mrs Davies'concerns could be addressed.
Nationals MLC Niall Blair will introduce six amendments that had been drafted in consultation with Health Minister Brad Hazzard almost a fortnight ago.
By Wednesday evening,several of Mr Blair’s amendments had passed,including a requirement that women be offered counselling when seeking to terminate a pregnancy after 22-weeks.
