Asked whether governments were wasting their money by investing in measures to address climate change,Mr Perrottet said it depended on the measures.

"They're wasting their money if they're not putting it in the right areas,"he said.

"What we're certainly doing in NSW is making sure the investment we are making,particularly with drought,are actually having an impact."

In the video,uploaded onto YouTube,Mr Perrottet outlines how federal Labor and the Greens spent billions of dollars setting up climate change departments,agencies and regulators"all staffed by hundreds of bureaucrats earning well above the national average in salaries".

"Whatever your opinion on the causes of climate change,once again the facts are these:Australia's responsible for about 1.5 per cent of global carbon emissions,"he says.

"If we achieved a target of a five per cent cut in emissions this would reduce the world's temperature by 0.0038 of a degree by 2100.

Labor leader Michael Daley said the video show Coalition were"prehistoric when it comes to the environment and climate change".

"They do not believe climate change is real,"he said."If you look at their land clearing wars,the war on the environment and the fact they don't believe in climate change,no wonder the premier couldn't bring herself to go and visit the people of Menindee and look at those million dead fish."

In the video,Mr Perrottet is also critical of the ABC,describing the national broadcaster as"simply a mouthpiece for Left of centre views and becoming more disconnected from the values of mainstream Australia".

"All too often you can only expect one point of view from the ABC on major issues like climate change and border protection,"he says.

"When is the last time you heard the ABC run lines criticising the government for being too soft on border control or not reforming our workplace relation laws? The answer is you don't.

"From news to current affairs on radio,tv and online the ABC has zero tolerance of ideological diversity."

Asked about these comments,Mr Perrottet on Wednesday said he loved the ABC,describing the broadcaster as his"great friends".

"I think it’s important the ABC has diversity,"he said."I think it should represent mainstream Australia."When you have a publicly funded broadcaster I think it should represent diverse views,diverse intellectual views."

Mr Perrottet will appear on ABC TV's NSW election coverage on Saturday night.
