He said his organisation only had responsibility for visas and contraband on cruise ships.
He also revealed NSW Health didn’t tell his organisation there were passengers on board with flu-like symptoms.
"Having seen the criticisms,and the commentary that has been[about] … not just against my organisation,Australian Border Force,but my offices more particularly,I think it's important to come out here today to clarify some actual facts and give you some more detail,"Commissioner Outram said in Canberra on Wednesday.
"The functions and responsibility for making that[biosecurity concerns] green lie with the Department of Agriculture at the Commonwealth level,the biosecurity officers,working in conjunction with state and territory health departments,"he said.
"We in the Border Force do not have the expertise in health or in biosecurity."
Mr Outram said NSW Health had decided the Ruby Princess was low-risk for coronavirus,didn’t board the vessel and gave approval for all passengers to disembark.
