The South East Queensland Regional Plan banked on most people settling in the western growth corridor, with planners overestimating population growth in the Ipswich City Council area by almost 50 per cent.
The planning failures could have drastic ramifications for the region as it responds to long-term growth.
Moreton Bay Regional Council, north of Brisbane, formed in 2008 when Pine Rivers,Caboolture and Redcliffe councils merged. It will soon become a city, with its own NRL rugby league team.
It stretches 2000 square kilometres from Mount Glorious,Mount Nebo,Samford and Ferny Hills east to Redcliffe and Bribie Island, through North Lakes and up past Caboolture.
The council has highlighted the planning failures ahead of an event on Thursday, when Deputy Premier Steven Miles will discuss the approach to the next regional plan.
Moreton Bay Mayor Peter Flannery said the government had underestimated and shortchanged his region.
