The development,with frontage also on Chester Street,would consist of two three-bedroom,10 two-bedroom and three one-bedroom units.
A dated six-unit complex now sits on the site.
The council’s planning scheme listed the site as Low Medium Density,which only allowed for two storeys in most cases,or three if the land was “suited to a low-medium rise,medium density multiple dwelling”.
“Any potential conflict with the planning scheme is limited and minor in nature and there are sufficient grounds to justify the development,despite such conflict,” town planning firm Urbicus says in its assessment report prepared on Russo’s behalf and submitted to the council.
“On that basis the application has planning merit and should be approved subject to reasonable and relevant conditions.”
Because the plans did not meet the council criteria for the site,they were considered “impact assessable” and open to public submissions both for and against the proposal.
